Local and regional authorities at the core of Ukraine’s recovery

The local government reform in Ukraine needs mechanisms which facilitate the decentralisation of resources, shared responsibilities, proper and clearly delineated competences and commensurate resources to support reconstruction in line with local and regional needs”, highlighted Congress Secretary General Mathieu Mori, during the Workshop "Putting the Lugano Principles into Action: Joint Workshop in view of the London Ukraine Recovery Conference 2023" held in Brussels (Belgium) on 25 May 2023.

Congress Secretary General further emphasised the need to empower and train local and regional authorities so that they are able to effectively contribute to the Register of Damage that was established by the Council of Europe at the Summit held in Reykjavík.

The President of the Chamber of Local Authorities, Bernd Vöhringer (Germany, EPP/CCE), elaborated on the renewed platform Cities4Cities | United 4 Ukraine, and which is a concrete example of quick response to help Ukrainian local and regional authorities and at the same time of synergies creation for sustainable long-term partnerships and co-operation. Mr Vöhringer also encouraged all participants to promote and pursue to support the involvement of local and regional local and regional authorities, as well as of their national associations, in the resilience, recovery and transformation of Ukraine.

This event was also an opportunity to continue the longstanding dialogue with the associations of local and regional authorities, the Parliament and the government of Ukraine, as well as the main intergovernmental organisations and co-operation agencies.

The Workshop Putting the Lugano Principles into Action “Strengthening the Role of Local and Regional Governments in Ukraine's Recovery and Reconstruction Process, and on the Road to EU Membership" was organised by the European Committee of the Regions within the European Alliance of Cities and Regions for the Reconstruction of Ukraine,  in the run-up to the Ukraine Recovery Conference 2023 to be held in London in 21-22 June 2023.
