COVID-19: Congress adapts its functioning for the continuation of its work

In response to the COVID-19 pandemic, the Congress of Local and Regional Authorities of the Council of Europe has taken several steps to ensure the continuation of its activities. The Bureau and the Committees of the Congress may adopt decisions, for certain activities, according to the written procedure provided for in Articles 19 and 56 of the Congress Rules and Procedures. Furthermore, when urgent decisions are needed between meetings of the Bureau, the President of the Congress may take them in agreement with the Presidents of the Chambers.

Co-operation and external relations activities have also been adapted to the COVID-19 situation, in coordination with institutional and field partners.

During the entire containment period, the Congress secretariat remains operational and works remotely via teleworking.

All these arrangements are aimed at ensuring the continuation of the Congress activities while implementing the measures recommended by the health authorities of the member states and the World Health Organisation, in line with the policy of the Council of Europe.
