On the occasion of the 30th anniversary of the European Charter of Local Self-Government, on 15 October 2015, the President of the Congress, Jean-Claude Frécon, stated that the goal of the Congress was to pursue the strengthening of the Charter. “Our objective is 100% of the Charter for 100% of European territory”, he said. “We must continue to encourage governments to ratify all the provisions of the Charter when they have not yet done so', he added. He specified that this objective would be pursued through the monitoring, the post-monitoring and the recommendations made following the observation of local elections, and generally in the political dialogue maintained by the Congress with member states.
