The Congress of Local and Regional Authorities is implementing the “Strengthening institutional frameworks for local governance” programme in Armenia, Azerbaijan, Georgia, the Republic of Moldova, Ukraine and Belarus, supporting local authorities in their efforts to promote good governance, transparency, and to foster citizens’ participation as a means of reinforcing their accountability. As a follow-up to the activities implemented in the past two years, the Congress is launching a Call for interest for a national expert to develop a practical handbook on transparency and citizen participation for the local authorities in the Republic of Moldova.
