“Democracy and human rights, regardless of the level of governance, are vitally interdependent” stated the Congress President

“The Congress has to ensure that Local and regional elected representatives are better aware of their responsibilities as fully fledged actors in the field of human rights” stated Gudrun Mosler-Törnström, Congress President, during the International Conference “Human Dignity in periods of conflicts and crises. Human Rights and Humanitarian Law at crossroads”, held in Nafplion (Greece) on 26 and 27 May 2017. She stressed in particular the question of the reception and integration of migrants and refugees by local and regional authorities. “The Greek delegation to the Congress has contributed substantially to this work, however, in the absence of a clear and coherent European response, local and regional governments have been left with limited means and even fewer guidelines to meet their responsibilities”, she explained. In this regards, Gudrun Mosler-Törnström recalled that the Congress adopted last March a recommendation and a resolution addressed to local and regional elected representatives that call for all public authorities to co-operate with the various levels of government to provide a coordinated response to the issues related to reception of refugees. “It also encourages the collaboration of cities in various countries to exchange good and to develop innovative initiatives, involving all citizens, including the refugees themselves” she concluded.
