At their 1418^th meeting, on 23-24 November, the Ministers’ Deputies adopted the Council of Europe’s first four-year Programme and the Budget for 2022, as well as the Budget for 2023 on a provisional basis, based on the decisions adopted by the Ministers in Hamburg in May 2021 and building on the Secretary General’s Key Strategic Priorities and ongoing reform process.

The Deputies adopted the following recommendations concerning the implementation of the Council of Europe Landscape Convention:

• Recommendation CM/Rec(2021)9 - Landscape and responsibility of stakeholders for sustainable and harmonious development
• Recommendation CM/Rec(2021)10 - Town planning and landscape
• Recommendation CM/Rec(2021)11 - Landscape and agriculture
• Recommendation CM/Rec(2021)12 - Integration of the landscape dimension into sectoral policies,

together with a series of decisions on the 7th session of the Landscape Award of the Council of Europe (2020-2021).

Finally, the Deputies took note of the Enlarged Partial Agreement on Sport (EPAS) 2020 annual activity report, as well as the Follow-up to Resolution No. 2 Human rights in sport, adopted by the 16th Conference of Council of Europe Ministers responsible for Sport (Athens, Greece).
