15 police representatives trained to act as trainers on fundamental safeguards against torture and ill-treatment in the initial period of detention

In the period of 22-26 November 2021, the Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova” organised a Training of Trainers (ToT) course on fundamental safeguards against torture and ill-treatment in the initial period of detention for the staff of the places of detention subordinated to the Ministry of Internal Affairs of the Republic of Moldova.

 

15 representatives of the Police Service are now ready to deliver training sessions for their peers on the relevant topics, such as: information on rights, information to the next of keen, access to lawyer, access to doctor, right to contact consular authorities, judicial review of the detention, police complaints mechanisms, organizational safeguards (CCTV and BWC), registers and electronic records in police custody, investigative interview, peculiarities of the approach concerning vulnerable persons. The participants were also introduced to the adult training methodology.

 

Practical examples and case studies, and guided discussions were part of the ToT course in which the participants could assess concrete situations on the general improvements concerning the level of ill-treatment of detainees in Moldova from the perspective of fundamental safeguards against torture and ill-treatment. At the same time, the participants had the opportunity to prepare and demonstrate a simulation training session on a particular topic, which resulted in enhanced teaching skills and better level of preparation for future training activities.

 

Following the ToT course, a series of cascade seminars involving the trained representatives of Police Service for training police officers is to be organised during 2022.

 

The online ToT course took place within the framework of the Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova”, which is part of the Council of Europe Action Plan for the Republic of Moldova for 2021-2024.
