In 2015, in addition to PCF, the Division of Electoral Assistance implemented a pre-electoral assistance project for the 2015 local elections in the Republic of Moldova.

General objective:
To contribute to the implementation of the Action Plan
To contribute to the implementation of the Action Plan to support democratic reforms in the Republic of Moldova 2013-2016, with special emphasis on electoral issues.
Specific activities:
The priority was given to activities promoting the participation of female candidates, raising awareness of first-time voters, women, and the elderly including in the minority regions with a view to increasing citizen participation in the electoral process.
The 2015 local elections created the opportunity to implement the proposed activities set out in the Action Plan to support democratic reforms in the Republic of Moldova (2013-2016), by means of observation by Moldovan civil society organisations, cascade training sessions and the publication of good practices in the electoral field.
Moreover, the Coordinating Council of Audiovisual was strengthened, through the secondment of a Council of Europe expert and the purchase of equipment to facilitate the work of staff responsible for the media monitoring during the electoral campaign.

The pre-electoral assistance programme for the local elections has been implemented in close co-operation with the Moldovan authorities (Central Electoral Commission, Centre for Continuous Electoral Trainings, Coordinating Council of Audiovisual , National Institute of Justice), civil society (Association PromoLEX, Partnership for Development, Centre Independent Press Association, Coalition for free and fair elections), and various international and national organisations (OSCE, UNDP, UN Women, East European Foundation) with a view to ensuring co-ordination and complementarity.

Focus Area: Increasing the training capacities of the Centre for Continuous Electoral Training by the CEC of Republic of Moldova and strengthening its communication strategy. Contribute to reforming electoral practice in line with the European standards and principles of free and fair elections.
