Reinforcement of the People’s Advocate Office mandate on torture prevention

A 3-day training to strengthen the capacity of the People’s Advocate Office of the Republic of Moldova to enforce the torture prevention mandate was carried out online on 27-29 January 2021.

The training focused on several important topics, such as the rights provided in the UN Convention against Torture (UN CAT) and the relevant case-law, negative and positive obligations of the state; interaction with the UN Committee Against Torture; Optional Protocol to UN CAT and criteria for an efficient National Mechanism for Prevention of Torture (NPM) etc.

The training session included practical exercises and case studies related to the peculiarities of the activities that contribute to the torture prevention, challenges of planning and performing preventive visits by the NPM, the cooperation of the NPM with the state bodies and media, the efficiency criteria of the NPM in terms of independence, membership and activity strategies.

 The participants could exchange their experience concerning the enforcement of the torture prevention mandate and strengthen their skills on performing preventive visits. 

The online training session took place within the framework of the Council of Europe Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway, that is part of the Council of Europe Action Plan for the Republic of Moldova for 2017-2020.
