A three-day training on enhancing the capacity of the People’s Advocate Office (PAO) of the Republic of Moldova to examine complaints more quickly and efficiently was carried out online on 3-5 February 2021.
Key subjects related to the examination of complaints and ex officio cases were presented and discussed during the training. These included primary examination of complaints, general principles and rules on complaints’ examination, admissibility and the simplified procedure, post-investigation procedure, including monitoring of the implementation of recommendations and international and national case-law.
The training session included practical exercises and case studies related to the process of examining a complaint, the rules of procedure applied in the process of examining the complaints and ex officio cases. The participants strengthened their skills in examining the complaints and ex officio cases in line with best practices in the field.
The training programme and materials, based on which the training was carried out, will be used to deliver training to the PAO staff, including new employees, by the current PAO staff involved in complaints examination.
The online training session took place within the framework of the Council of Europe Programme “Promoting a human rights compliant criminal justice system in the Republic of Moldova”, funded by the Government of Norway, that is part of the Council of Europe Action Plan for the Republic of Moldova for 2017-2020.
