32nd Plenary meeting of the Lanzarote Committee

On 28-30 June 2021, the Committee of the Parties to the Council of Europe Convention on the protection of children against sexual exploitation and sexual Abuse (Lanzarote Committee) is holding the 32nd plenary meeting online. The Committee will examine:

  • Chapters II and III (on “Jurisdiction rules” and “Investigation and prosecution”) of the 2nd monitoring round draft implementation report on “The protection of children against sexual exploitation and sexual abuse facilitated by information and communication technologies (ICTs): addressing the challenges raised by child self-generated sexual images and/or videos”.
  • Draft compliance reports with regard to 4 out of 10 Recommendations issued in respect of the 41 Parties covered by the special report on “Protecting children affected by the refugee crisis from sexual exploitation and sexual abuse”.

The Lanzarote Committee is also expected to adopt its 6th activity report covering the period October 2019-June 2021.

Furthermore, exchange of views will be held inter alia on: i) the independent experts’ report “Respecting human rights and the rule of law when using automated technology to detect online child sexual exploitation and abuse (OCSEA)” prepared at the request of the Lanzarote Committee in light of the ongoing debate around the provisional derogation introduced by the European Commission to provisions in the e-Privacy Directive to allow for the processing of personal and other data for the purpose of combating OCSEA; ii) possible capacity building events on the issues raised in the focused questionnaires on legal age for sexual activities and statute of limitations for sexual offences against children.

Finally, the Lanzarote Committee will hold elections to renew its Bureau members during the current meeting.
