Peer-to-Peer international workshop with the Kosovo Judicial Council and the High Judicial Council of Albania on shared challenges concerning the efficiency and quality of justice

On 8-9 November 2022, members of the Kosovo Judicial Council and the High Judicial Council of Albania met in Tirana to discuss shared challenges concerning the functioning of their respective justice systems as well as the support that CEPEJ could provide in the coming years as a continuation of the CEPEJ co-operation programmes in the region. Discussions focused on judicial statistics to assess efficiency, quality and judicial reforms, the evaluation of judge’s performance, digitalisation of justice, the use of alternative dispute resolution mechanisms, judicial time management and actions to reduce backlogs, with presentations from high-level CEPEJ experts on CEPEJ tools, indicators and good practices. The results of the third report of the Dashboard Western Balkans for 2021 were also presented.

This activity was jointly organised by CEPEJ actions in the region, namely the KoSEJ II action “Strengthening the Quality and Efficiency of Justice in Kosovo*”, , the regional action “Towards a better evaluation of the results of judicial reforms in the Western Balkans – Dashboard Western Balkans and the SEJ III action “Strengthening the Quality and Efficiency of Justice in Albania”, which are parts of the joint programme entitled "Horizontal Facility of the Western Balkans and Turkey II", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

IMPORTANT

Following the adoption of the Resolution CM/Res(2022)2 on the cessation of the membership of the Russian Federation to the Council of Europe, the Committee of Ministers decided, in the context of the procedure launched under Article 8 of the Statute of the Council of Europe, that the Russian Federation ceases to be a member of the Council of Europe, as from 16 March 2022.

 

Presentation of the CEPEJ

In setting up the European Commission for  the Efficiency of Justice (CEPEJ) at the end of 2002, at the initiative of the European  ministers of Justice who met in London (2000), the Committee of Ministers of the Council of Europe wanted to establish an innovative body for improving the quality and efficiency of the European judicial systems and  strengthening the court users’ confidence in such systems.

The CEPEJ develops concrete measures and tools aimed at policy makers and judicial practitioners in order to:

  • Analyse the functioning of judicial systems and orientate public policies of justice
  • Have a better knowledge of judicial timeframes and optimize judicial time management
  • Promote the quality of the public service of justice
  • Facilitate the implementation of European standards in the field of justice
  • Support member states in their reforms on court organisations

The CEPEJ also contributes with specific expertise to debates about the functioning of the justice system in order to provide a forum for discussion and proposals and bring the users closer to their justice system. (Read more)
