The draft Tool to reduce the backlogs in the courts of the Republic of Moldova, developed on the basis of the CEPEJ Backlog Reduction Tool, was discussed by the Working Group on the standardisation of annual reporting on courts’ performance during its meeting on 29 November.
This document offers a definition of the “backlog” and contains a step-by-step methodology for evaluating and reducing it. Referring to the JUSTAT automated information system, the tool puts forward a set of essential key performance indicators (KPIs) to measure the backlogs and to determine their causes. The tool equally proposes measures to monitor the impact and ensure the sustainability of the backlog reduction efforts. It contains two annexes with examples of potential measures to tackle court backlogs and relevant findings based on the Justice Dashboard in the Eastern Partnership (EaP) countries.
The document will be reviewed by a CEPEJ international expert before being submitted for consideration to the Superior Council of Magistrates. Following its approval, CEPEJ will support national courts to properly implement it.
