Introduction - International Conference on Urban Violence

As a follow-up of the 31st Council of Europe Conference of Ministers of Justice (Vienna, September 2012), the Council of Europe organised, together with the Ministry of Justice of Portugal, an International Conference on Urban Violence, which took place on 23 - 24 October 2014 in Lisbon, Portugal

The Conference brought together representatives of law-enforcement authorities (judges, prosecutors, police forces) and both telecommunication and Internet service providers, as well as representatives of International Organisations and academic experts, who found an appropriate framework in which to examine existing good practices with the aim to better understand and prevent urban violence.

The event endeavoured to foster closer and more effective co-operation between the relevant public and private stakeholders involved in the prevention of outbreaks of urban violence.

Topics discussed at the Conference:

  • Possible ways to develop fruitful dialogue and efficient co-operation with a view to further preventing urban violence;
  • How to gather evidence on the accountability of the instigators of violence;
  • The need of seeking a balance between the repressive measures by the public authorities to prevent urban violence and the need to preserve citizens’ rights.
