The European Committee on Crime Problems held its plenary meeting from the 28th of November to the 1st of December 2017

The European Committee on Crime Problems (CDPC) examined the latest developments regarding the implementation of the Action Plan on Transnational Organised Crime[1]. It exchanged views with two experts, Ms Lorena Bachmaier-Winter and Mr Iwan Waltenburg, on the review of the Recommendation Rec 2005(9) on the protection of witnesses and collaborators of justice. The CDPC considered setting up a drafting working group of experts to update this Recommendation to address some up-to-date concerns (including biometrics and social media). Other topics were considered, including the review of declarations/reservations to CoE Conventions that are outdated or hinder effective international co-operation.

The CDPC had an exchange of views on penitentiary issues with Vivian Geiran, Chair of the Council for Penological Co-operation (PC-CP)[2]. It examined and approved a draft recommendation concerning children with imprisoned parents. It also considered the idea of organising a conference in 2019 on the issue of prison overcrowding.

In order to work better in synergy, Mr Erik Verbert, Chairman of the Committee of Experts on the Functioning of the European Conventions on Co-operation in Criminal Matters (PC-OC)[3] and Ms Carlien Scheele, CoE Advisor for Gender Equality, were invited to participate. Finally, the follow-up to be given to the two International Conferences organized by the CDPC on the links between organized crime and terrorism and on the smuggling of migrants, as well as the possibility of setting up joint working groups to discuss future common topics actions in those matters, were examined as well.
