Regional dialogue on judicial reform in the Eastern Partnership countries

This project aimed to reinforce dialogue in the region of the Eastern Partnership countries on judicial reform in line with European standards. It provided opportunities for networking, dialogue and mutual learning to legal professionals from the region in support of national judicial reforms.

The project has been implemented as part of the joint Council of Europe and European Union Eastern Partnership for Good Governance (PGG) for 2015-2017 and, in particular, the thematic programme II.1 of Theme II « Ensuring Justice» which aims at strengthening the independence and efficiency of the judiciary.

Back Study visit on E-justice

Representatives of the six Eastern Partnership countries visited Bologna, Italy on 27-28 February 2017 under the project on “Regional Dialogue on Judicial Reforms in the Eastern Partnership Countries” implemented within the Programmatic Co-operation Framework (PCF) for the Eastern Partnership Countries of the Council of Europe and European Union.

The visit was organised in co-operation with the Research Institute on Judicial Systems (IRSIG-CNR) and was hosted by the Tribunal of Bologna and the Court of Appeal of Bologna.  The location offered the representatives of the Eastern Partnership countries the opportunity to observe the work of the reception offices and follow the live demonstration of the functioning of the application/case management system of online civil trial.   In this way, the representatives could witness the whole process from filing the application, processing the case/file by the courts chancelleries and then by the judge.

The visit aimed to facilitate the exchange of ideas on further developing the case management systems in the Eastern Partnership countries and to demonstrate the possibilities of a full on-line civil case trial;  share experiences and lessons learned of the development process of such an on-line system and e-solution, and the possibility to discuss the notable results in improving the efficiency of the Italian judicial system and in simplifying the civil procedures.
