Support to the Moldovan Bar AssociationThe “Support to the Moldovan Bar Association” Project is part of Council of Europe and European Union Programmatic Co-operation Framework for 2015-2017 (Theme II “Ensuring Justice”, aiming at “Improving the quality of the profession of lawyers (advocates)”.

The project’s specific objectives were to strengthen the self-governing bodies of lawyers (advocates) including their role in recruitment, training and disciplinary proceedings and strengthen the national training institutions of legal professionals.

For a period of 21 months (March 2015 - December 2016), the project provided expertise and capacity building support to the Ministry of Justice and the Moldovan Union of Lawyers and its structures, through 35 conferences, workshops, round tables and visits for more than 500 participants.

The approval of a number of key documents (the Strategy for 2016-2020, the Communication policy, the revised Code of Ethics), re-established relations with the Council of Bars and Law Societies of Europe, a new twinning between the Cahul and Gdansk Bars, relations established with the European Women Bar Association, a pool of MBA trainers specialised in adult learning, a pool of ethics trainers were among most valuable achievements acquired through joint work.

On 21 December, the "Support to the Moldovan Bar Association" Component organised a round table for the evaluation of its implementation. Representatives of the Bar Council, committees, Young Lawyers Association, Women Lawyers Association and the Bar's Secretary General evaluated the results of the support provided since March 2015.

In 21 months, the Component organised 35 conferences, workshops, round tables and visits for more than 500 participants. The approval of a number of key documents (the Strategy for 2016-2020, the Communication policy, the revised Code of Ethics), reestablished relations with the Council of Bars and Law Societies of Europe, a new twinning between the Cahul and Gdansk Bars, relations established with the European Women Bar Association, a pool of MBA trainers specialised in adult learning, a pool of ethics trainers were among most valuable achievements acquired through joint work. 

In the words of one of the participants "in my 30 something years as a lawyer, the last two were marked by an exceptional lawyers' engagement, fueled by the events organised and expertise provided by the Component to bring us together for the benefit of the profession and our mission of promotion and protection of human rights".

The participants unanimously appreciated the EU-Council of Europe support and expressed the urge to capitalise on the Component's results though a strengthened commitment to advance the quality of the profession.

The component on the "Support to the Moldovan Bar Association" of the "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova" project is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
