Strengthening Judicial Ethics in Turkey

This joint European Union and Council of Europe programme aimed at supporting the Turkish authorities in strengthening judicial ethics in Turkey, in line with European and international standards and practices, within the framework of the EU IPA (Instrument of Pre-Accession) Programme.

Project beneficiaries and stakeholders included: Ministry of Justice, Council of Judges and Prosecutors, Turkish Justice Academy, Union of Turkish Bars Association, Academicians and lecturers from Law Faculties and Training Centers and relevant NGOs.

Initiated in December 2015, the project supported the Council of Judges and Prosecutors in the preparation and finalisation of the Code of Ethics for Judges and Prosecutors in Turkey through a wide consultation process of all relevant stakeholders.

The programme lasted a period of 24 months and ended in December 2017.

7th Working Group meeting for the drafting of a code of judicial ethics

The 7th Working Group (WG) meeting for the drafting of a code of judicial ethics took place in Istanbul on 14-15 July 2017 under the Project on “Strengthening Judicial Ethics in Turkey”. The participants included judges, public prosecutors, national academicians, international consultants, and representatives of the Council of Europe and the Council of Judges and Prosecutors (CJP) of Turkey.

During these two days, the WG reviewed and discussed each provision of the Code of Ethics for the Turkish Judiciary for the last time and reached an agreement on the final version of the text of the Code. A presentation on ethics commissions in different Council of Europe member states was introduced.  At the end, the participants also discussed on the next steps for the implementation of the Code.

According to the CJP, it is expected that the Code of Ethics is adopted and presented to the judicial community in September.
