The Horizontal Facility for the Western Balkans and Turkey is a co-operation initiative of the European Union and the Council of Europe for South East Europe.  It is a three-year programme, which was implemented from May 2016 for a period of 36 months. The actions under the Horizontal Facility are funded primarily by the EU and are co-funded and implemented by the Council of Europe.

Through the Horizontal Facility, the European Union and the Council of Europe assist beneficiaries in South-East Europe in complying with Council of Europe standards and the European Union acquis in the context of the enlargement process, covering three themes: ensuring justice, fighting economic crime, and combating discrimination and protecting the rights of vulnerable groups.

STRENGTHENING THE ACCOUNTABILITY OF THE JUDICIAL SYSTEM

The action on the Accountability of the Judicial System in Montenegro started on 1 November 2016 and continued until 23 May 2019.

The results of its aim to strengthen the independence, accountability, professionalism and overall efficiency of the judicial system in Montenegro in line with European standards are available by clicking on the Infographic.

Training session “Implementation of the Codes of Ethics for judges and prosecutors” © CoE

Judges and prosecutors from courts and prosecution offices in the southern region of Montenegro participated in a training session on the implementation of the Code of Ethics. The event took place on 7 December 2018 in Budva and was organised by the Council of Europe Programme Office in Podgorica in co-operation with the Center for Training in Judiciary and State Prosecution.

The trainers, a judge of the Supreme Court and a prosecutor of the Supreme State Prosecutor`s Office of Montenegro, presented to their colleagues the international and national standards and rules of ethics. The trainers focused on the importance of their implementation since judges and prosecutors have a significant role not only in the judicial system, but in the society as a whole.

The practical part of the training session linked the rules to real situations judges and prosecutors face. Cases presented by the trainers encouraged participants to discuss the adequate ethical actions of a judge or a prosecutor in certain situations.

This training session, the third in a series, was organised in the framework of the Horizontal Facility Action “Accountability of the Judicial System”, jointly funded by the European Union and the Council of Europe. The same Action organised two training sessions on the same topic for judges and prosecutors from the central and northern regions of Montenegro.
