The Horizontal Facility for the Western Balkans and Turkey is a co-operation initiative of the European Union and the Council of Europe for South East Europe.  It is a three-year programme, which was implemented from May 2016 for a period of 36 months. The actions under the Horizontal Facility are funded primarily by the EU and are co-funded and implemented by the Council of Europe.

Through the Horizontal Facility, the European Union and the Council of Europe assist beneficiaries in South-East Europe in complying with Council of Europe standards and the European Union acquis in the context of the enlargement process, covering three themes: ensuring justice, fighting economic crime, and combating discrimination and protecting the rights of vulnerable groups.

STRENGTHENING THE ACCOUNTABILITY OF THE JUDICIAL SYSTEM

The action on the Accountability of the Judicial System in Montenegro started on 1 November 2016 and continued until 23 May 2019.

The results of its aim to strengthen the independence, accountability, professionalism and overall efficiency of the judicial system in Montenegro in line with European standards are available by clicking on the Infographic.

Training on the principles of ethical conduct and disciplinary liability for judges and prosecutors for the trainers of the Center for Training in Judiciary and State Prosecution (JTC) took place on 7 and 8 December 2017 in Budva. 

The sessions focused on presenting the main ethical topics for judges and prosecutors: independence, impartiality, integrity, propriety, equality, competence, diligence and disciplinary responsibility, which were supported by presentations of case studies. The trainers discussed the contents of their future training courses, tools and instruments to be used in the training process and concluded that the case studies and video materials reflecting the ethical and disciplinary issues would be the most effective teaching tool.

Participants enhanced their capacities to deliver trainings on ethical and disciplinary issues to judges and prosecutors in Montenegro thus contributing to the sustainability of the training programmes of the JTC.  

The training was organised in the framework of the Action “Accountability of the Judicial System”, jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe.
