On 31 October 2017, the members of the working groups created for the purposes of the implementation of the Judicial Reform Strategy of Georgia met in Borjomi to discuss the monitoring and evaluation framework necessary for an effective implementation of the Judicial Reform Strategy and its Action Plan 2017-2018. The training was designed based on a needs identification discussion that took place in Tbilisi on 3-4 October, conducted by Mr. Daniels Pavluts, international consultant for the Support to the Judicial Reform Project.

The participants, 30 members of the judiciary and the High Council of Justice staff, engaged actively in discussions aimed at measuring indicators against the baseline, reporting on outputs, outcomes and impact with respective emphases. As the Secretary of the High Council of Justice noted, "It is crucial to start the monitoring and evaluation process with the expert's guidance as this is the first time Georgian Judiciary applies this practice."

As a result of the meeting, the working groups members acquired and upgraded their knowledge on key performance indicators to measure progress; tailored the specifics of the implementation of the Action Plan through actionable work plans; agreed on key data collection principles and defining monitoring procedures.

The “Support to the Judicial Reform” Project is funded by voluntary contributions of Bulgaria, Liechtenstein, Lithuania, Norway, the Slovak Republic and Sweden to support the implementation of the Council of Europe Action plan for Georgia 2016-2019.
