During the third workshop from 24-27 May, experts from the Institute for Education Improvement finalised the first draft of “Guidelines for implementing Reference Framework of Competences for Democratic Culture (RFCDC) in national curricula”. Representatives of the Ministry of Education, Science and Technological Development and the Institute for Education Quality and Evaluation of the Republic of Serbia also attended this workshop.
Members of the working group agreed upon the final structure and overall scope of the guidelines, finalised the work of connection and contribution of the existing curricula to the RFCDC and devised practical examples of lesson plans for different grades and subjects. The original intention to map and cover two curricular subjects has evolved and the final work will include 10 subjects thus providing the teachers with a meaningful tool to foster democratic culture throughout Serbia.
The workbook for teachers will be an additional resource for teachers; it will allow them to assess their contribution to RFCDC implementation in curricular and extra-curricular activities and they will be able to create their own lesson plans based on the instructions provided by the expert working group in the guidelines.
Once the editing process is finalised, the education system will have gained a comprehensive guideline for implementation of RFCDC in the curriculum. With this, Serbia will have become one of the rare states that has a systemic approach to the gradual integration of RFCDC. Additionally, the guidelines will be translated into minority languages.
The action Quality education for all is implemented under the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022“.
