Council of Europe Supports Training of Employees in Local Self- Government Inspections

The Council of Europe Office in Belgrade is actively participating in the training programs for local self-government (LSG) employees in 50 municipalities in Serbia, with the aim to support the state's efforts to reform the public administration.

 

Improving the work of local self-government employees is the goal of the Programme "Human Resource Management in Local Self-Government - Phase 2" jointly funded by the EU and the Council of Europe, implemented by the Council of Europe Office in Belgrade in cooperation with the Ministry of Public Administration and Local Self-Government (MPALSG) and the Standing Conference of Towns and Municipalities (SCTM). One of the priority tasks will be the training of employees in conducting so-called entrusted responsibilities, i.e. the tasks entrusted by the Republic to LSGs units.

 

The general and the specific training programmes were also debated during the round table discussion "Sectoral special training programmes for employees in units of local self-governments", jointly organized by the Council of Europe and MPALSG on 7 February 2020, with the aim to present the plans related to the sectoral special training programmes. It has been planned that five ministries - the Ministry of Youth and Sport, the Ministry of Construction, Transport and Infrastructure, the Ministry of Education, Science and Technological Development, the Ministry of Trade, Tourism and Telecommunications, as well as the Ministry of Environment - develop sectoral special training programmes related to inspections entrusted to local self-government units. The consultants of the Programme “Human Resource Management in Local Self-Government - Phase 2” will be engaged to preparation of sectoral special training programmes and training of inspection staff.

 

During the roundtable discussion, Mr Aleksandar Jovanovic, the Programme team leader addressed the representatives of the ministries and said that citizens and economy should be provided with the quality and timely service in the municipality in which they live and work. In order to do so, the work of the LSGs needs to be improved. “In the upcoming period, we will invest efforts to ensure that the tasks entrusted to the LSGs by the Government are carried out with highest possbile quality at the local level. We shall support the organization of trainings for inspection staff to enable them to conduct their duties as efficiently as possible”.
