The European Commission for Democracy through Law (the Venice Commission) published on 26 May 2020 the document titled “Respect for Democracy, Human Rights and the Rule of Law During States of Emergency – Reflections”. The authors of the document are Venice Commission members Nicos Alivizatos (Greece) Veronika Bílková (Czech Republic), Iain Cameron (Sweden), Oliver Kask (Estonia) and Kaarlo Tuori (Finland).
The authors highlight that the fight against the Covid-19 pandemic has led many countries to resort to emergency powers. The enormous extent of the challenge posed by the pandemic requires great democratic resilience in order to avoid that emergency powers curtail fundamental rights and conflict with the rule of law.
The translation of this document to Serbian was prepared as part of the Council of Europe project “Strengthening the judiciary reform process in Serbia” and funded by the Federal Republic of Germany.
