GRETA’s second evaluation visit to Ukraine

A delegation of the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out a visit to Ukraine from 2 to 6 October 2017. The visit provided an opportunity to assess progress in the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by Ukraine since GRETA’s first evaluation four years previously.

During the visit, the GRETA delegation met Ms Natalya Fedorovich, Deputy Minister of Social Policy, responsible for the co-ordination of the authorities’ anti-trafficking action. Consultations were also held with representatives of the Ministry of Social Policy, the Ministry of the Interior, the Ministry of Justice, the Ministry of Education and Science, the Ministry of Health, the Ministry of Foreign Affairs, the Prosecutor General’s Office, the National Police, the State Border Service and the State Migration Service. The GRETA delegation also met representatives of the High Specialised Court of Ukraine for Civil and Criminal Cases and the National School of Judges. Further, the GRETA delegation met Mr Nikolai Kuleba, Ombudsman for Children with the President of Ukraine, and a representative of the Ukrainian Parliament Commissioner for Human Rights.

In addition to holding meetings in Kyiv, the GRETA delegation travelled to Severodonetsk and Lviv in order to collect information about the situation in the area of combating trafficking in human beings at regional and local level. Meetings were held with representatives of the state administrations of Lviv and Luhansk regions, including the Governor of the Lviv region, Mr Oleg Synyutka, members of the regional co-ordinating councils dealing with combating human trafficking, and officials responsible for granting the status of victim of trafficking.

Separate meetings were held with representatives of non-governmental organisations. The GRETA delegation also met officials of the International Organization for Migration (IOM), the United Nations High Commissioner for Refugees (UNHCR) and the Organization for Security and Cooperation in Europe (OSCE). 

In the course of the visit, the GRETA delegation visited the regional Centre for Social and Psychological Assistance and Children’s Home No. 1 in Lviv, the Social Rehabilitation Centre for Children in Lysychansk, and the Medical Rehabilitation Centre for Victims of Trafficking in Human Beings run by the IOM in Kyiv.

The visit was carried out by Mr Ola Laurell and Mr Helmut Sax, members of GRETA, who were accompanied by Ms Petya Nestorova, Executive Secretary of the Convention, and Mr David Dolidze of the Secretariat of the Convention.

Following the visit, GRETA will prepare a draft report which will be sent to the Ukrainian authorities for comments. GRETA will subsequently adopt a final report, to be published in the course of 2018.
