The Working Group Meeting on “Training Needs Analysis and Job Descriptions” was held on 23 March 2022 under the Joint Project on “Strengthening the Institutional Capacity of Court of Cassation”.
In his opening remarks, Mehmet Akarca, President of the Court of Cassation, stated that job description and training needs analysis studies would contribute significantly to the preparations conducted in terms of legislation and would lay a sound foundation for the legal framework of the Court of Cassation. He also added that a series of complementary reforms, including the guidelines on reasoned judgments of the Court of Cassation, the artificial intelligence-based case law centre of the Court, in-service training programmes, job descriptions and job analyses of staff members at all levels of the Court, the new premises, and the completion of the transition process from 46 to 24 chambers, were carried out simultaneously. In his opening speech, Cristian Urse, Head of the Council of Europe Programme Office in Ankara, emphasised that the main purpose of the working group meeting was to carry out job analyses by addressing the job descriptions, roles and responsibilities of persons working at courts of appeal as a result of the project activities conducted within the scope of the Project to strengthen the capacity of the Court of Cassation with the contributions of national and international consultants.
Fevzi Yıldırım, Secretary General of the Court of Cassation, and Prof. İnayet Aydın, Faculty Member at the Faculty of Educational Sciences of Ankara University, contributed to the meeting with their presentations on “Method for Approval of Job Descriptions and Job Analyses” and “Training Needs Analysis and Job Description Studies Implemented Under the Training Component of the Project on Strengthening the Institutional Capacity of Court of Cassation” respectively. Chamber presidents, bench members, rapporteur judges, public prosecutors and registrars of the Turkish Court of Cassation attended the meeting organised in four sessions and where focus group studies were also conducted.
The Joint Project on “Strengthening the Institutional Capacity of Court of Cassation” is co-funded by the European Union and the Council of Europe and the Court of Cassation of Turkey is the end beneficiary of the Project.
