The EU and Council of Europe joint project on “Strengthening the Criminal Justice System and the Capacity of Justice Professionals on Prevention of the European Convention on Human Rights Violations in Turkey”, implemented from March 2019 is launching a tender call under the Council of Europe competitive bidding procedure for the purchase of an e-library automation system (software and supporting elements of acquirement, installation, data migration, warranty and maintenance services) for the Justice Academy of Türkiye to be accessible by all legal professionals and candidate judges and prosecutors.
In that context, the Council of Europe is looking for suppliers of e-library automation software that would meet business and technical requirements described in the Tender Documents.
All eligible candidates are invited to participate. Please find enclosed the Tender Documents with all relevant information on the requested acquirement of an e-library automation system and procedure to follow:

Tenders with all supplementary documents should be submitted via email only to [email protected] with the following reference in subject line: Tender-CAS2-E-Library Automation 2023. All documents, except company registration documents (if it is registered in Türkiye) and financial statements, should be submitted in English and failure to do so will result in the exclusion from the tender.
All questions shall be submitted in English at least 5 (Five) days before the deadline for submission of the tenders, and shall be exclusively addressed to the email address [email protected] with the following reference in subject: Questions-CAS2-E-Library Automation_2023.

Deadline for submission of the tenders is 3 March 2023 (18:00 Ankara-Türkiye time).
