EU and Council of Europe launch joint project to support Turkish Constitutional Court

The European Union-Council of Europe Joint Project “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the field of Fundamental Rights” was launched on 23 September 2021, on the ninth anniversary of the individual application system to the Constitutional Court in Turkey.

“With this project, we want to increase public knowledge of the Constitutional Court’s admissibility criteria, to expand cooperation between the Turkish judicial bodies and their European partners, and to support improvement of the national legislation in line with the Constitutional Court judgments,” said Deputy Secretary General of the Council of Europe Bjørn Berge, who joined the event via videocall. “I am confident that the Constitutional Court and all Turkish judicial system will take advantage of the knowledge resources made available by the highly respected Council of Europe expert bodies,” he added.

Constitutional Court President Zühtü Arslan, Minister of Justice Abdulhamit Gül, Deputy Foreign Minister Faruk Kaymakçı, and EU Ambassador to Turkey Nikolaus Meyer-Landrut also delivered opening speeches, emphasising the relevance of the project for upholding fundamental rights in Turkey.

The four year project was launched in hybrid format in Ankara, and included representatives of the Constitutional Court of Turkey, Council of Europe, the Ministry of Justice of Turkey, the European Union Delegation to Turkey, the Directorate for EU Affairs of the Ministry of Foreign Affairs, the Court of Cassation, the Council of State, the Council of Judges and Prosecutors, the National Human Rights and Equality Institution, the Justice Academy of Turkey, the Union of Turkish Bar Associations, as well as members of academia and civil society and representatives of the diplomatic corps.
