The first meeting of the working group to assess training needs for criminal justice system was organised between 21 and 23 October 2019, in Ankara, within the framework of the Joint Project on the Strengthening the Criminal Justice System and the Capacity of Justice Professionals on Prevention of the European Convention on Human Rights Violations in Turkey Project (CJS). The aim of the working group is analyse the present training system of judges and prosecutors in Turkey, identify the needs for changes and improvement of existing courses or development of new training courses on various human rights issues, in particular topics which are subject of focus in the project (pre-trial detention, fairness of proceedings, cybercrime and financing of terrorism).
The international and national consultants met project team and the representatives of the Justice Academy of Turkey (JAT) including the President and the heads of departments and judges responsible for preservice and in-service training, measurement and the trainers of the Academy. The consultants also met the academicians who are conducting a needs assessment for restructuring of the training system of JAT.
Following the second mission of the working group in December 2019, an assessment report will be prepared and shared with stakeholders in early 2020, which will serve as a road map in designing the training activities of the project. It will also have recommendations for Turkish authorities to improve the training system of judges and prosecutors in Turkey.
