Enhancing the Role of the Ombudsman with Civil Society Organizations

The first of a series of four consultation meetings with the purpose of “Enhancing the role of the Ombudsman” was held on 2 February 2021 in the form of a webinar. The aim of the webinar was to raise awareness and explore the potential role of ombudsman in making public administration more effective in a democratic society and so reducing the burden on the administrative courts.

The webinar brought together civil society organisations working on areas related to women, criminal justice, gender equality, civil servant and labour rights as well as administrative judges and presidents of the Regional Administrative Courts, representatives of the Turkish Ombudsman Institution, UTBA and the Ministry of Justice to discuss the role of the Ombudsman Institution in Turkey. A high level of participation was achieved in the webinar, with representatives from the Ombudsman Institution, the Ombud and the General Secretary to discuss the issues with participants on the Ombudsman-type of reviews.

Esteemed scholars and ombudspersons Dr Nick O’Brien, Dr Naomi Creutzfeldt and Mr Marek Nowicki shared their experiences and relevant European practices, while Ms Elif Açıl from the Turkish Ombudsman Institution shared information on the position of the institution and the Turkish administrative justice system. The webinar continued with a Q&A session moderated by Assoc. Prof. Dr. Engin Sayın, where international CoE consultants and representatives of Turkish Ombudsman Institution answered a wide range of questions from the CSOs and administrative judges.

Three polls were launched and answered during the webinar and more comprehensive evaluation surveys were sent to all participants after the webinar.

A “Comparative Report on Ombuds” drafted by the international consultants on best practices in selected Member States of the CoE will be finalised and shared with the participants in March 2021.

Agenda of the Webinar

The Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” is implemented by the Council of Europe, and co-funded by the European Union, the Republic of Turkey and the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
