Interactive Dialogue between the Turkish Council of State and the French Conseil d’État on Case Law, Reporting and Statistics

An online meeting was held on 1 June 2021 between the representatives of the Turkish Council of State (CoS) and the French Conseil d’État in the framework of the EU-Council of Europe Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of Council of State.

The aim of the meeting was to strengthen the capacity of the newly established Unit on Case Law, Reporting and Statistics within the CoS for the development of suitable strategies with innovative and agile approaches in carrying out its day-to-day tasks related to the publication and dissemination of case law as well as collection, analysis and reporting of statistics with the experience and know-how shared by the Legal Research and Dissemination Centre of the Conseil d’État.

The meeting provided a platform for co-operation between the two counterpart units to discuss and exchange experiences on matters related to case law and collection and analysis of statistical data. In addition, the meeting was joined by the representatives from the Directorate of the Judicial Records and Statistics of the Ministry of Justice, who engaged actively in the exchange of information.

The responsible of the Legal Research and Dissemination Centre of the Conseil d’État, Mr Clément Malverti provided information on the databases available in the Centre and on the functioning of case law and data recording and analysis systems, and Mr François Guillain gave information on technical aspects of the databases available in Conseil d’État and the metadata recording systems.

 

The Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” is implemented by the Council of Europe, and co-funded by the European Union, the Republic of Turkey and the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
