Assessment mission on the development needs of the civil monitoring boards in Turkey

 

An assessment mission to Turkey took place on 16-19 July 2019 with a view to identifying the internal regulatory framework and training needs of the civil monitoring boards (CMB) members.

Consisting of international and national consultants, the working group met various target groups including staff of the Directorate General of Prisons and Detention Houses (DGPDH), the CMB Coordination Bureau, CMB members and their substitutes, enforcement judges and prosecutors, prison staff and prisoners, civil society, the Ombudsman, and National Prevention Mechanism in order analyse their experiences, challenges in prison monitoring and recommendations for its better functioning.

Following the completion of the visit, and for a better functioning of the CMBs, an assessment report is expected to be issued to present recommendations in the following areas:

• CMBs’ legislative framework;

• effectiveness, monitoring tools and monitoring methodology;

• training addressed tor CMB members and members of other external monitoring mechanisms;

• internal coordination and cooperation with other monitoring mechanisms.

The assessment mission was organised within the Project entitled “Enhancing the Effectiveness of the Civil Monitoring Boards in Turkey in line with the European Standards” funded by the Human Rights Trust Fund.
