This guide presents concrete measures for combatting sexism at local level and ensuring that women play an active and meaningful role in the decision-making process. It is intended for use by local authorities and their national associations as well as possible targets of sexist violence and gender-based discrimination such as female candidates and local office holders.

This handbook aims to support local and regional authorities in their efforts to make communities more open, ethical and citizen-oriented. It provides practical guidance on transparency policies and citizen participation mechanisms, includes a concise assessment of the most prevalent corruption risks in the country and incorporates actual examples of best practices.



Management of change

A tool guide for local and regional authorities

The objective of this document is to provide support and practical tools to mayors, councillors, and civil servants to gather relevant data and review local projects and/or initiatives. The document includes introductory guides to six monitoring and review tools.

The guide is prepared within the thematic programme “Strengthening institutional frameworks for local governance”, funded by the European Union and the Council of Europe, and implemented by the Council of Europe, through the Partnership for Good Governance (PGG) 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.

Through this booklet, the Congress encourages local and regional authorities to use this learning tool to raise awareness and teach children about SDGs by helping them to understand how they can contribute to the implementation of SDGs in their towns and cities.

 

Survey on the needs and priorities of local authorities in Ukraine. The provision of services in times of war and post-war recovery

The survey studies the capacity and efficiency of local authorities in Ukraine to provide adequate services to citizens in war conditions in 2022. It analyses the effectiveness of local policies and practices, as well as policy-making processes in the conditions of war, and it also outlines good crisis management practices based on better upholding and protecting human rights. Consequently, the survey identifies the needs of local authorities in addressing multiple challenges and provides a set of recommendations for local and national authorities of Ukraine, as well as to international stakeholders.  


Baseline survey on open government at local level in Ukraine: mapping initiatives and assessing needs

The survey maps open government policies and practices at the local level of governance in Ukraine in 2021 and analyses related needs of and challenges met by local authorities. Developed in close partnership with the Association of Ukrainian Cities and 126 communities, it provides a set of recommendations which serve as a basis for further support to local authorities in developing further innovative democratic practices.

Metropolitan areas have been developing rapidly in Europe over the past decades. This trend can also be observed in Ukraine. The reality of the 21st century is that more than half of the world's population now lives in cities. Larger cities are shaping the future of our societies, absorbing more and more territory, increasing their political and economic power, and thereby bringing new opportunities for citizens, along with emergent challenges.


Status of local councillors

The study provides an analysis of the law for local councillors, addressing the following aspects: mandate and relations to citizens; ethics and accountability; rights and duties as individual mandate holders and members of the council; relation to local administration and to other public authorities; remuneration, conditions of office and careers; disqualifications, liabilities and termination of office.


Gender equality in local political life and the gender perspective in local policies in Ukraine

This discussion paper on “Gender equality in local political life and gender perspective in local policies in Ukraine” falls within the framework of the project ’Promoting local democracy in Ukraine’, implemented by the Congress of Local and Regional Authorities of the Council of Europe within the Action Plan for Ukraine for 2015-2017. This project is aimed to improve the implementation of democratic principles in Ukraine, by enhancing the institutional and leadership capacities of local elected authorities and disseminating nationwide best practices of local democracy.
