During the visit, the delegation examined the treatment of persons detained by the police, as well as the situation of prisoners held in the country’s sole prison, and of involuntary psychiatric patients.

In the course of the visit, the delegation held consultations with Xavier Espot, Minister of Social Affairs, Justice and the Interior, Carles Alvarez, Minister of Health, and Maria Ubach, Minister of Foreign Affairs, as well as with senior officials from the relevant ministries.

The delegation also met the Prosecutor General, the President of the Court (Presidente de la Batllia), the Ombudsman (Raonador del Ciutadà) and representatives of the Bar Association.

At the end of the visit, the delegation presented its preliminary observations to the Andorran authorities.

• La Comella Prison, Andorra la Vella
• Nostra Senyora de Meritxell Hospital (Mental Health Department), Escaldes-Engordany.
