Workshop on International Standards Governing Political Finances – Effective Control and Enforcement

On 11 December 2020, an online workshop on “International Standards Governing Political Finances – Effective Control and Enforcement” was held for the staff of the Political Finances Monitoring Department of the State Audit Office of Georgia.

An invited international expert introduced to the participants international standards governing political finances, with an emphasis on the Council of Europe acquis and respective instruments. Effective mechanisms for control and enforcment of political fiananecs were discussed through case studies - on examples of Latvia and Lithuania. Case studies were also proposed to analize non-effective control and enforcement mechanisms and a path to their emprovement.

Participants were also suggested to the overview of the case law of the European Court of Human Rights in the field.

During the lively meeting, participants exchanged views related to existing challanges in Georgia, ways for their solution and showed great interest in sharing information on good practices in other Council of Europe member states, among them on campiagn finance ceilings, abuse of public resources and respective sanctions and reporting requirements.

The workshop is organised within the Council of Europe project „Supporting Transparency, Inclusiveness and Integrity of Electoral Practice and Process in Georgia“.
