Visit to the United Kingdom on the implementation of the European Court's judgments

On 16 and 17 March, the Department for the Execution of judgments carried out a mission to London, organised in cooperation with the Ministry of Justice, to discuss cases pending execution before the Committee of Ministers, strengthen cooperation and raise awareness of the work, practice and procedures of the Committee of Ministers as well as the mandate and work of the Department. 

A co-organised hybrid training session on the Convention system, execution of judgments from the European Court and best practices on drafting action plans/reports was held together with the Ministry of Justice and the United Kingdom Permanent Representation to the Council of Europe represented by the Permanent Representative, Ambassador Sandy Moss. The session was attended by 70 participants from across various ministries in England and Wales, Northern Ireland and Scotland as well as representatives from the Equality and Human Rights Commission.

Separate meetings were held with the responsible policy leads (Home Office, Northern Ireland Office, Scottish Government, Department of Justice in Northern Ireland, Crown Prosecution Service, Prosecution Service in Scotland, College of Policing), to discuss the status of execution of the cases V.C.L. and A.N. (concerning human trafficking), Catt (concerning retention of police information), Big Brother Watch and Others (concerning the old legal regime for bulk interception in the UK), McKerr group of cases (concerning issues related to the Troubles in Northern Ireland) and the Gaughran group of cases (concerning retention of biometric material and photographs for arrested and/or convicted persons). 

A meeting was held with the Equality and Human Rights Commission, the Scottish Human Rights Commission and the Northern Ireland Human Rights Commission to create awareness of the execution system and the role of civil society, and finally a Roundtable was organised for the same purpose by the Bingham Centre with the participation of numerous Civil society organisations based in London.
