Congress assesses the application of the European Charter of Local Self-Government in Romania

A delegation of the Congress of Local and Regional Authorities, composed of the rapporteurs on local and regional democracy, Marc Cools (Belgium, ILDG) and David Eray (Switzerland, EPP/CCE) carried out a monitoring visit in Bucharest, Giurgiu and Frătești from 12 to 13 October 2022 to assess the implementation of the European Charter of Local Self-Government in Romania since the previous monitoring report adopted by the Congress in 2011.

The rapporteurs met with the Minister of development, public works and administration, Attila Cseke, the Vice-President of the Chamber of Deputies of Romanian Parliament, Vasile-Daniel Suciu as well as the Vice-President of the Senat, Virgil Guran and the President of Romanian Court of Accounts, Mihai Busuioc. The monitoring delegation also held an exchange of views with the Deputy Commissioner for Human Rights, Zsolt Molnar and representatives of the Minister of Public Finance.

Meetings also took place with the Presidents of national associations of local and regional authorities, the representatives of the Constitutional Court as well as with the members of the Romanian national delegation to the Congress.

The rapporteurs discussed the latest developments in the field of local self-government in Romania with the mayor of Bucharest, the President of Giurgiu County Council and the mayors of Giurgiu and Frătești.

Romania ratified the European Charter of Local Self-Government in 1998. Countries that have ratified the Charter are bound by its provisions. The Charter requires the implementation of a minimum set of rights which form the essential basis of local self-government in Europe. The Congress of Local and Regional Authorities of the Council of Europe ensures that these principles are respected in the 46 Council of Europe member states.
