Retour Session on Bioethics at MGIMO University

On 12 April, a session on the protection of human rights in the biomedical field (bioethics) took place during the short-term courses "Implementation of the international and constitutional guarantees of human rights in Russian law and law enforcement practice", which were jointly organised by the European Studies Institute of the MGIMO University and the Council of Europe, in Moscow on 10-14 April 2017.

The session was moderated by Tamara V. Shashikhina, Director of the European Studies Institute. Lyalya A. Gabbasova, Adviser to the Minister of Health of the Russian Federation, spoke about the new legislation in the field of transplantation referring to relevant Council of Europe legal instruments used as a reference in this context. Tatyana Yu.Vavilycheva,  Judge of the Supreme Court,  took the floor to inform the participants about the latest developments of the Russian jurisprudence in the field of reproductive technologies, including surrogacy. Antonina Yu. Chuprova, professor at the All-Russia State University of Justice, looked at the use of the reproductive technologies, including surrogacy from the criminal law perspective.

Laurence Lwoff, Head of the Bioethics Unit of the Council of Europe, gave an overview of regulation of surrogacy throughout the European countries. Anna D. Mikhedenko, Legal administrator at the Bioethics Unit of the Council of Europe look at topical bioethical questions through the case-law of the European Court of Human Rights. Each presentation was followed by a discussion with the participants.

The session was closed by Mikhail B. Lobov, Head of Human Rights Policy and Co-operation Department of the Council of Europe. Mr Lobov invited the participants to two future seminars, to be organised by the Bioethics Unit of the Council of Europe together with the Ministry of Health of the Russian Federation and the Russian State University of Justice in Moscow on 29 and 30 June 2017 (information to follow).
