Preventing corruption in respect of MPs, judges and prosecutors – Conference in Prague

The Council of Europe’s Group of States against Corruption (GRECO) and the Ministry of Justice of the Czech Republic are organising a conference in Prague on 9 and 10 November to discuss stepping up the implementation of measures to prevent corruption in respect of Members of Parliament, judges and prosecutors in European states.

Held in the framework of the Czech Chairmanship of the Committee of Ministers of the Council of Europe, the conference will bring together representatives from GRECO’s 49 member states as well as experts in the field of preventing and fighting corruption. Participants will examine trends and best practices, as well as a new GRECO report summarising the main conclusions of its country evaluations covering the prevention of corruption in respect of MPs, judges and prosecutors.

This report – “GRECO’s 4th Evaluation Round conclusions and trends” - concludes that, whilst solid foundations have been laid in most countries to tackle corruption, there is an overall lack of regard to effective implementation. One in every five GRECO recommendations refers to supervision and enforcement of the legislation in place, which is a signal that the actual implementation of the rules to prevent corruption still requires special attention.

“The reports shows that it is crucial that MPs, judges and prosecutors monitor themselves effectively, create appropriate oversight mechanisms, address unethical conducts and act swiftly to enforce the rules and sanction misconduct. Public access to information about the preventive measures in place and how they are enforced is also of paramount importance”, said Marin Mrčela, President of GRECO.

Robert Pelikán, Minister of Justice of the Czech Republic, Jan Kleijssen, Director of Information Society and Action against Crime of the Council of Europe, and Marin Mrčela, President of GRECO, will speak at the opening.

In an official ceremony just after the opening, the Czech Republic will sign the Additional Protocol to the Criminal Law Convention on Corruption.
