Tilbage Council of Europe anti-torture Committee visits Lithuania

A delegation of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out an ad hoc visit to Lithuania from 20 to 27 April 2018. It was the Committee's seventh visit to this country.

The main objective of the visit was to examine the progress made as regards the implementation of previous CPT recommendations concerning conditions of detention in penitentiary establishments.

In the course of the visit, the delegation had consultations with Arūnas Kazlauskas, Chancellor of the Ministry of Justice, as well as with senior officials from the Ministry of Justice and Prison Department. In addition, talks were held with the Seimas Ombudsman Raimondas Šukys and staff of the National Preventive Mechanism department of Seimas Ombudsmen’ Office.

The visit was carried out by the following members of the CPT:

  • Marzena Ksel, Head of delegation, 1st Vice-President of the CPT
  • Costakis Paraskeva
  • Marika Väli.

They were supported by Borys Wódz (Head of Division) and Dalia Žukauskienė of the CPT’s Secretariat, and assisted by an expert George Tugushi, former Public Defender (Ombudsman) of Georgia and former CPT member.

The delegation visited the following places of deprivation of liberty:

  • Alytus Correction Home
  • Lukiškės Remand Prison (Vilnius)
  • Marijampolė Correction Home
  • Pravieniškės Correction Home
  • Prison Hospital (Pravieniškės)
  • Vilnius Correction Home.
