
Strasbourg, 28 November 2012 - The report from GRECO – published today – recognizes “overall high standards set by Germany in its fight against corruption,” but concludes that current compliance with recommendations is “globally unsatisfactory”.
Out of 20 recommendations, only four have been fully implemented, six partially and 10 not at all.
For example, GRECO regrets that Germany has not taken action to lower a 50,000€ threshold for the immediate reporting and disclosure of donations made to political parties; or that resources available to the president of the German lower house of parliament (Bundestag) for supervising party funding have not been strengthened.
GRECO issues such interim reports when member states do not make as much progress as expected, but they are by no means limited to Germany.
GRECO’s objective is to work with, and not against, governments to improve the capacity of its members to fight corruption, by monitoring their compliance with Council of Europe anti-corruption standards through a dynamic process of mutual evaluation and peer pressure.
