I am deeply concerned by the rising tensions on the Crimean peninsula, unlawfully annexed by the Russian Federation.  I call on all parties concerned to refrain from any statement or action that may increase the risk of violence in the region and to promptly resume discussions in the framework of the existing agreements with a view to reaching a peaceful settlement of the conflict.
