Execution by France of ECHR judgments

On December 10, the Execution Department organised a first videoconference with the Office of the Agent of the French Government to the European Court of Human Rights and the Permanent Representation of France to the Council of Europe.

Discussions focused on the execution measures which are still awaited in the framework of the M.A. group of cases (removal from the territory of persons convicted in France of terrorism-related acts), scheduled for examination at the June 2021 Committee of Ministers meeting.

The videoconference was also the opportunity to take stock of two old cases: the Popov group of cases (detention of families with minor children to ensure their removal from the territory) and the Winterstein and Others case (expulsion of Travelers from camp sites without proportionality test and without a re-housing offer). The authorities have undertaken to submit updated information in these two cases in the first quarter of 2021.

It was agreed with the French authorities to organise regular videoconferences in the future in order to be able to make more concrete progress on targeted issues.
