Council of Europe anti-corruption activities in Montenegro


Following the PACO Impact regional project, the Council of Europe (CoE) continued to be involved in providing assistance to Montenegro’s anti-corruption legislation, institutional and policy framework. 

Currently, Montenegro is undergoing comprehensive reforms of the legislative and institutional framework in accordance with European and international standards and practices. In this context, the ratification of major CoE anti-corruption instruments has been completed: Civil Law Convention on Corruption was ratified on 28/1/2008 and the Additional Protocol to the Criminal Law Convention on Corruption on 17/3/2008. Previously, in 2002, while Montenegro was still part of the former State Union of Serbia and Montenegro, it became a party of the Criminal Law Convention on Corruption.

Council of Europe provides expert opinion on the amended draft Law on conflict of interests

[17 October 2008, Strasbourg] Following the delivery of the first  expert opinion, as requested by the Montenegrin Minister of Interior, the Council of Europe (CoE) provided additional expert support to discuss the second (amended) version of the Draft Law on Preventing Conflict of Interests in Exercising Public Functions. The expert visit took place in Podgorica on 10 and 11 July 2008.
Technical Paper (still restricted) containing comments on relevant articles of the draft amended law was subsequently delivered to the Working Group on 28 July 2008.


Council of Europe provides expert opinion on the draft Law on conflict of interests

[23 May 2008, Strasbourg] In early May 2008 following the request of the Montenegrin Ministry of Interior an expert review against European standards on Montenegrin Draft Law on Preventing Conflict of Interests in Exercising Public Functions was provided. This activity falls within the framework of the Council of Europe technical assistance programmes in South-East Europe for 2008. The adoption of the new legislation on conflict of interest is considered as one of the major steps in preventing corruption in Montenegro and is also seen as an action in view of implementing GRECO recommendations issued in October 2006.

Conference on the implementation of the Council of Europe Civil Law Convention on Corruption in Montenegro

[21-22 April 2008, Podgorica, Montenegro] The Conference, organised by the Council of Europe and the Directorate of Anti-corruption Initiative of Montenegro, is aimed at reviewing and discussing the necessary measures to be taken at national level in order to comply with the provisions of the Civil Law Convention on Corruption. The Directorate for Anti-corruption Initiative, Ministry of Justice, Ministry of Interior, Prosecutor’s Office, other relevant governmental institutions, NGOs and international organisations operating in the area will be present at the meeting.
