The International Advisory Panel (“the Panel” and “IAP”) was constituted by the Secretary General of the Council of Europe, Thorbjørn Jagland, to oversee that the investigations into the violent incidents which took place in Ukraine from 30 November 2013 onwards met all the requirements of the European Convention on Human Rights and the case-law of the European Court of Human Rights.

International Advisory Panel on Ukraine to seek information from the authorities and NGOs, in preparation for its first working meetings in Kyiv

The second working session of the International Advisory Panel (IAP) on Ukraine took place at the Palais de l’Europe, Strasbourg from 5 to 7 May 2014.

In accordance with its mandate, the IAP will oversee the investigations of the violent incidents related to the Maidan demonstrations in Kyiv from 30 November 2013 to 21 February 2014 and, notably, whether those investigations meet the requirements of the European Convention on Human Rights and the case-law of the European Court. The Panel will principally enquire into the investigations of violent acts committed by any person during three periods of those Maidan demonstrations: the night of 30 November/1 December 2013; 1 December 2013; and 18-21 February 2014.

The IAP has therefore decided to request certain authorities to submit to it information mainly concerning the investigations into these three incidents. These requests will be issued shortly. The IAP will also make arrangements, in the very near future, to obtain submissions from civil society.

This information is being requested by the Panel in advance of its first meetings in Kyiv at the end of June 2014.
