Participation in the first Superior Courts Network Forum

The Human Rights National Implementation Division of the Human Rights Policy and Cooperation Department supported through its cooperation projects the participation of thirteen representatives from nine supreme and constitutional courts to the first Superior Courts Network (SCN) Forum organised by the European Court of Human Rights on Friday 16 June 2017. The Forum was attended by 50 participants representing supreme and constitutional courts of 32 European countries which have so far joined the SCN.

Mikhail Lobov, the Head of the Department, was invited to address the first plenary session to highlight the relevance of cooperation activities for effective implementation of the European Convention on Human Rights at the national level. He emphasised in particular the importance of the communication and dialogue between all actors of the Convention system and demonstrated how networks, such as the SCN set up by the Court or the HELP Programme operated by the Council of Europe, contribute to such communication. Mr Lobov also outlined the division’s endeavours in supporting harmonisation of the national case law through cooperation projects.

The SCN was set up to enhance the exchange of judicial information between the Strasbourg Court and the national Superior Courts.
