Seminar “Women and Drugs: from policy to good practice”organised by the Pompidou Group in Rome, 26-27 June 2017

The Council of Europe Co-operation Group to Combat Drug Abuse and Illicit Trafficking in Drugs (Pompidou Group) co-organised a seminar on women and drugs with the Italian Anti-Drugs Policies Department (Dipartimento politiche antidroga). The objective of the event was to discuss the introduction of a gender equality perspective in drug related policies and programmes by highlighting good practices and identifying the most common problems faced by women who suffer from addiction disorders. The Deputy Secretary General of the Council of Europe, Gabriella Battaini-Dragoni, stressed in a video address that “women who experience the coincidence of drug use and violence are among the most marginal voices in our societies” and that their interest and rights “are the most easily ignored”. Italy, Spain and Sweden presented how the gender dimension has been introduced into their national drug strategies. More information

Gender equality is an important policy goal of the Council of Europe. Priority areas of intervention are defined by the Gender Equality Strategy 2024-2029 and working methods include intergovernmental work, cooperation projects and gender mainstreaming.

New online course on gender equality and gender mainstreaming

On International Women’s Day 2024, the Council of Europe launched a free new online training course on gender equality and gender mainstreaming available to all.

This practical course aims to provide fundamental knowledge of gender equality and gender mainstreaming issues for Council of Europe experts as well as for a broader audience within public and private organisations. The public (notably students and academics) may also benefit from the course.
The course is available on the HELP e-learning platform for the time being in English, and the French version will follow soon. It takes approximately 2.5 hours to complete. The course consists of an introductory module and 3 substantive modules:

  • Introductory module:  How equal is the society we live in?
  • Module 1: Gender equality and gender mainstreaming concepts 
  • Module 2: International and European standards and policy framework on gender equality
  • Module 3: Gender mainstreaming in practice with a focus on Council of Europe activities

Sexism


In March 2019, the Committee of Ministers adopted the Recommendation CM/Rec(2019)1 on preventing and combating sexism: it calls for specific action in respect of language and communication; internet and social media; media, advertising and other communication methods; workplace; public sector; justice sector; education institutions; culture and sport and the private sphere. An action page and a brochure give concrete guidance regarding the implementation of the Recommendation.

Migrant women and girls

In May 2022, the Council of Europe’s Committee of Ministers adopted the Recommendation CM/Rec(2022)17 on protecting the rights of migrant, refugee and asylum-seeking women and girls. The Recommendation brings together the provisions of existing Council of Europe and international standards and the policies that can best ensure the empowerment and protection of migrant, refugee and asylum-seeking women and girls.
