Back Prisons overcrowding in Italy: Deputy Secretary General meets Minister of Justice Orlando

Strasbourg ,

The measures taken by Italy to combat overcrowding in prisons and excessive length of judicial proceedings were at the heart of discussions between Gabriella Battaini-Dragoni and Andrea Orlando, the Italian Minister of Justice. The Deputy Secretary General welcomed the substantive actions taken by Italy with a view to reducing prison overcrowding, such as limiting pre-trial detention and facilitating non-custodial measures. The Minister and the Deputy Secretary General discussed plans intended to improve the efficiency of the judicial system and to address the issue of excessive length of judicial and civil proceedings in Italian cases before the European Court of Human Rights.

Touching upon international co-operation with regard to preventive and prosecutorial standards to counter money laundering, the Deputy Secretary General encouraged Italy to ratify the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism . “Joining this treaty will assist Italian prosecutors in achieving more effective prosecutions and deterrent confiscation orders”, declared Gabriella Battaini Dragoni.

During the official visit, the Minister had also an exchange of views with the President of the European Court of Human Rights, Dean Spielmann.
