Representatives of the  Central Election Commission, Financial experts, Institute of Authorised Chartered Experts (IEKA), Party compliance officers, Media, CSOs and International Organisations discussed the results of the cooperation and the support that the Council of Europe has provided to the CEC in preparation for the parliamentary elections.

The purpose of this Roundtable was to present and discuss the Technical Paper “Recommendations to strengthen and improve the regulatory, procedural and methodological framework of the Albanian Central Election Commission”.

This Roundtable served as a venue for Civil Society Organisations, which were supported through grants by the Council of Europe, to present reports of their monitoring activities on election campaign finances.

Noting with appreciation the assistance provided by the Project in strengthening the oversight capacities, the Central Election Commission Chairman Mr Klement Zguri highlighted the importance of organising for the first time an event of this kind after the elections. He reiterated that this cooperation was a milestone towards the advancement of the electoral reform.

The Representative from the European Union Delegation to Albania pointed out the vital role that the civil society and media play in preventing and fighting the lack of transparency in the political party’s finances, from denouncing to monitoring services and assisting raising public awareness.  He stressed that Civil society must be part of a sustainable and long term solution for this challenge.

Participants called upon the new Parliament to implement a comprehensive long lasting Electoral legislation package nurtured by dialogue and compromise, taking into consideration recommendations of the Council of Europe, OSCE/ODHIR and Venice Commission.
