Presentation of the seminar

The seminar on the theme of "The pharmacist at the crossroads of new health risks: an indispensable partner in their management !", organised by the Council of Europe (see Programme) has brought together around 250 participants and speakers, from 40 European States (see List of participants), at the "Palais de l'Europe" in Strasbourg, from 20 to 22 October 1999.

This seminar has expanded on the key ideas that emerged from the previous two seminars organised by the Council of Europe, the first in 1991 on "The role and training of community pharmacists" and the second in 1995 on "The pharmacist and the challenge of new social trends". An additional aim was to encourage member states to implement Committee of Ministers resolutions AP (93) 1 on the role and training of community pharmacists, AP (94) 1 on the rational use of medicines, and AP (97) 2 on the development of the function of pharmacists and the adaptation of their initial training, focusing in particular on pharmacists' activities as a source of added value.

The objective of this new seminar was to promote pharmacists' role in managing new health risks.

The organisers and the national pharmaceutical authorities selected participants with the aim to be able to rely on the presence of people directly concerned by the subjects being dealt with and capable of taking an active role in the various workshops.

According to these selection criteria, about 60% of the participants were pharmacists (working in the community, hospitals, the pharmaceutical industry, primary health care, pharmaceutical societies or public health administration) who have acquired practical experience in innovative aspects of the profession, often reflected in publications; the other 40% were representatives of pharmacists' correspondents (social security and health insurance organisations, health-sector economists, specialists in pharmaceutical law, general practitioners and hospital doctors, representatives of primary health-care teams).

The conclusions of the seminar will be circulated to participants and National authorities of invited states, as well as to community pharmacists, health care systems pharmacists and industry pharmacists. They will be used as a basis for drawing up a Council of Europe Committee of Ministers' Resolution on this subject.
